I think they might be referring to emancipation which is a completely different thing. When I was younger, I was friends with someone who had been emancipated and the government did provide her with accommodation and feeding until she was 18 but she got emancipated because her parents were addicts. her dad had died from addiction and the mum was still addicted so it was truly a dangerous environment for a child
