PTO blackouts in peak season, especially sales is normal. but denying one person or only your top performer is not. That is a horrible way to treat any employee.

Having your best employee gone for a two week vacation is going to be better for your bottom line than having them gone for good. Singling out your top performer like this is a great way to lose them. If your company can't handle business while employees take vacation, that's a failure of management and you're understaffed. Someone who has worked their ass off for years without a break to make your company money doesn't deserve to have the only reward for their hard work be more work.
