Japan's law about war is centered on Article 9 of its Constitution, adopted after World War II in 1947 while the country was under Allied occupation. Article 9 has two key parts: • Japan renounces war as a sovereign right and bans the threat or use of force as a way to settle international disputes. • It prohibits maintaining land, sea, and air forces, as well as other war potential. In practice, Japan created the Self-Defense Forces (SDF) in 1954 for defense only. The government interprets Article 9 as allowing armed forces for self-defense, but not for offensive warfare or collective self-defense—though that interpretation has shifted over time. In 2014, Prime Minister Shinzo Abe's government approved a reinterpretation that permits Japan to exercise limited collective self-defense if an ally is attacked and Japan's survival is at risk.
