Before about 1995, almost no one (K-12), had a phone on school. Emergencies happened. Parents had accidents and illnesses. Students got sick at school or needed to change clothes, etc. there were fires earthquakes tornadoes etc. Parents needing to contact a student or students needing to contact a parent did so through the school office. The failure to be an immediate and constant contact did not add to the loss of life or severity of injuries for students or parents. Unless someone can describe a situation where waiting 5 to 10 minutes for a student to be in contact with someone or someone to be in contact with them may any difference to the ultimate outcome all of these other problems could be eliminated by simply prohibiting cell phones on school campuses. We do not allow pets, televisions, motor vehicles, weapons, or fireworks inside the school requiring that cell phones stay outside of school will eliminate the distraction and reduce the addictive nature of things like social media and video games without negatively, impacting students, parents or others. I realize it’s not a popular idea because every parent and student is cognizant of the distraction, that other people using phones causes in school to both the student and those around them and would only use a cell phone in the most series of all emergency circumstances when immediate contact between parent and student was absolutely essential, get here we are and phones in schools are a problem.
