No. There is loads of innovation in Europe it just gets bought up by US Tech Giants. Deepmind was a UK company that Google bought. Google Deepmind wrote the paper “Attention is all you need” which revolutionised AI models and led to ChatGPT, Gemini etc.

It's a myth of capitalism that GDP (or any economic measure) must constantly increase. Let's say you earn enough to provide all you need and want. Capitalism says, "That's not enough. Earn more!"
