They're meant to lure in and trap demons. During the festivals these are paraded around town, with people making as much noise as possible. The demons that are weak will get scared away, the stronger ones will go inside the effigies trying to take it over (thinking it's a new stronger body). It goes all day until night, when the townspeople burn all the effigies. The day after the festival the entire town stays silent to trick any remaining demons into thinking the town is empty and leaving.
