Making neo appear would have no other reason than fan service Neo is the symbol of metals own will, it's his own body. Sure it's sick as heck and is plenty powerful but the core of it is that it is the closest metal has ever come to his own autonomy. In order for us as the viewers to see that we have to first see him get used. We have to see his reason for hating eggman and trying to take matters into his own hands. We have to see him fail completely and get humiliated like he did in cd in the race for us to see why he would be so spiteful of Eggman and Sonic. You just can't fit that into one movie and I don't mean that as a maybe. If he has a back up plan of any kind or turns out to be the villain pulling the strings and turns Neo it would ruin metal sonics character and just reduce him to "Cool ass-kicking dangerous robot" which he just isn't, he is a tragic character and has way more to offer than his neo form. No hate or anything btw I just like ranting about my own opinions on things in random comment sections :P
