That's not even how the story ends for Banette. The little girl that Banette first approaches wasn't it's trainer, that's why she didn't recognize Banette. Banette keeps trying to find their owner in other little girls but none of them are her. Eventually Banette wants to give up searching, but then meets Ash and friends who help Banette. Brock (I think) realizes the photo is of Nurse Joy as a child. They bring Banette to Nurse Joy who DOES remember Banette, and then Banette joins Nurse Joy as her helper Pokémon. Banette is reunited with their trainer in the end.

If the story kept on going, it would eventually run into Ash, Brock, and I’ve forgotten who else… And they tried to help it find its owner… They searched and searched, but no one matched… Then Brock realized from the picture… It was nurse Joy at the Pokémon center first, She did not recognize it… But then saw a heart-shaped headband and felt bad leave behind all these years … then it became a partner with Nurse Joy at the Pokémon Center…
