why when they use the sugar scrub do they scrub your legs but not your feet?? every place I've gone to avoids my feet with the scrub??? I don't get it???

I get an orange pedicure each time I go! At my salon, it also includes a hot stone massage, and a paraffin wax for the feet. I mainly pick that option as I want the hot stones, and it is the cheapest option that includes them.
