Because you can not see the red vans light. you only see the POV light. the turning driver failed to make sure the path was clear for them to continue. for all we know, the red van still had a green light. Because we can not their light.

As a vehicle safety training instructor, one of the points of emphasis in the curriculum is that you do not go when the light turns green - you go when it’s safe to go. This is not Formula 1, it’s not “lights out and away they go!”

I saw in Rhode Island and I could be wrong. At least that’s how it worked when I’m there yellow lights, oncoming, traffic stops, and left-hand turn drivers have the right away on a yellow light.
