The extra pages are an artifact of how this type of book is physically produced, (large sheets of multiple pages printed and folded before sliced). The decision to fill those extra pages with extra title cards springs from a decision that it’s better than the blank pages you’d otherwise get, or the cost and process hit required to remove the extra pages. The pages get wasted no matter what route they’d take

when you send a book (or anything with pages) to print, the page count has to be devisible by 4 to line up properly. So you'll see these 'useless' pages added to make the page count correct

Because physical books and magazines and anything printed+bound has to be made with pages in multiples of 4 (fold a sheet of paper in half and hold it like a book…how many pages are there?)
