The Richat Structure (Eye of the Sahara) is a geologic structure known as an "anticline". This one happens to be a "circular anticline" where the top has eroded away. There is no evidence it was a city.

Most parts of Sahara were great farmland before it got a dessert. It stopped being green 6000 years ago. So you have to see Sahara in that way too,
