i personally believe and off duty officer should have called it in for an on duty officer and dealt with the situation after the wife was safely in the hospital not saying he was in the wrong and understand that even an off duty officer can issue citations but anything can go wrong during labor and making a pregnant women wait for treatment is not right getting her in the hospital should have been top priority to the officer

Good he wouldn’t be doing anything off duty with out calling the department to get a on duty officer to come unless it’s medical to save a life.
