Are you able to have charges pressed against somebody else? If you do not surrender your ID but by showing the police officer, the assault isn’t his job and duty and he should be the one making the arrest I think that’s just their way of trying to get your ID so they can send it over to a ((Fusion Centers, ))which analyze the data to determine if an individual poses a threat.
