When we look at it we see 3 shots. The kid dragging the paper, the guy, and the kids face. When you look away you see every bit of motion out of context, the pan to the kids face and the action of the stamp. So it feels like 5 scene cuts in the same period of time when you're looking away.

It is a trick of animation. It is called “easing”. The frame where Timmy lifts his head then opens his eye, your brain processes 2 movements in the same frame. Whereas when it is in peripheral you can not see they eye open, so it looks like a sharper cut that makes it feel faster.
