Ameen outlines URP wind-down, staff transfers and plans for employment records The Government is preparing to bring the Unemployment Relief Programme (URP) to an end, with workers being transferred to other departments and municipal corporations as the Ministry of Rural Development and Local Government works towards a full shutdown. Minister Khadijah Ameen disclosed the arrangements during a Standing Finance Committee meeting, explaining that public servants previously assigned to the programme are now carrying out duties in technical sections of the Ministry while awaiting permanent reassignment. For the 2027 fiscal year, $6.5 million has been allocated to cover salaries and cost-of-living allowances for staff still being paid under the URP budget. Ameen said the allocation will eventually be discontinued as employees are absorbed into other units and corporations, since the Government does not intend to maintain a separate URP budget heading once the programme is closed. However, the programme continues to carry overhead costs, including a monthly rental payment of $213,000 for its headquarters in El Socorro. The Minister said that expense is expected to end once the wind-down process is complete. In the meantime, staff at the headquarters are working to organise and digitise decades of employment records. These documents remain important to former URP workers who need proof of employment when accessing National Insurance System benefits and old-age pensions. Ameen said the Ministry intends to digitise the records through its recurrent expenditure in the upcoming fiscal year and retain them under the Ministry, allowing former workers to access their employment history without depending on the URP’s existing staffing structure.
