Don’t hammer the back plate as the the drum itself the shoes are stuck on. Tip for your type of wheels, get a something narrow that’s solid (I prefer a 1/2 extension) put through the hole in the wheel and onto the drum and tap it with a hammer. This will shock the drum and should release the brakes.

Just put blocks under the weels instead of putting the handbrake on and they won’t stick
