they owe him the value of the water, the time to refill it and any damage done to the pump/pool/area as yes they can take it but need to properly compensate him for it. the house is covered by insurance so he doesn't care about the fact that they saved part of it, it is still likely more costly to repair than replace based on that video.

was the water replaced? if not it was theft. can see using the water for emergency but should be replaced.
