How often does the ball go over the fence? I can see her being annoyed if it’s a lot. On the other hand, she could say that’s it’s ok for them to get the ball as long as they make sure gates are closed or whatever. Being confrontational on either side exacerbates the situation.

Kids can't be kids anymore. I am so thankful we live in the country and our neighbors take care of each other's children like when I was growing up. My grandkids get to swim and fish in our pond, explore in our nearby woods, build forts and just be kids
