My daughter is a primary teacher and she was telling me that they seem to be pushing things to fast for teachers to do correctly and instead of doing one thing at a time so when teachers have full understanding of that one then bring in another new one instead of pushing 4 or 5. New things in all at once.Even if it takes a couple of years to bring it all in instead of months.

The Nats don't understand the Education and Training Act as it's exactly that - supporting every child to achieve his or her educational best, that does not mean having to reach 100% as that is unrealistic. Also, if you look at every bill this government have put forward has been under urgency so you are right - they obviously believe they are a one term show!
