Add the dry ingredients, then cut in the cold butter until crumbly. In a separate bowl, mix the wet ingredients and gently combine with the dry. Turn the dough onto a floured surface, fold 4–5 times, shape into a circle, and cut into 8 wedges. Brush with heavy cream and bake at 350°F for 20–23 minutes.
