Before we criticize, context is important, Nelson Mandela Bay is a Metro and a very big Municipality and, thus, it is normal that when the work load is excessive then the number of staff ought to reflect the workload. There is no legislation that prohibits the Metropolitan Mayor to have 3 Secretaries.
