For the curious: The PS1 doesn’t have enough memory to store the entire boot sound. But it had a bunch of smaller sounds. Bleeps, bloops, chimes, etc, and a REALLY robust audio chip. So every time you turn it on, it generates the boot sound by modifying and mixing the smaller sounds. That windchime sound is one of the smaller sounds it uses. The audio chip is simply bugged, and is playing the same sound sped up and slowed down.
