Legolas doesn’t outlive Gandalf. Legolas is an Elf, so he’s immortal within the world and can live as long as it lasts. Gandalf, however, is a Maia a spiritual being who existed before the world and continues beyond it. So even though both are immortal in different ways, Gandalf’s existence ultimately goes further.
