This could have been prevented. The men and women that operate these towers need more support. Reasonable hours, appropriate staffing levels, and proper pay. This is not a single departure/arrival an hour airport. This is La Guardia. There should have been a higher number of staff on duty. With the consequences of a small mistake being so catastrophic, NO SINGLE person should ever be responsible for simultaneously managing so much. Add coordinating a response to a declared emergency in progress on the ground and this was bound to happen. I hope this man gets the resources he will need to get through this. Praying for this man and his family as well as those also affected by this tragedy. This is hard to say, but hopefully this will open the eyes of those that can make the changes necessary to prevent this in the future.

Sad outcome but as a former Army Aviation Command soldier the ATC is at fault for not being aware fully about the situation and knowing who is taking off and where, his your clear was his own fault and scrambled to attempt to correct his actions.
