the officer is wrong. 40 is the maximum he can drive. He can drive 10 miles an hour under the speed LIMIT. SPEED LIMOT IS THE MAX HE CAN GO.

I'm glad I saw this video..cause getting pulled over for being behind a slower car...in Phoenix is wild af. People going10 to 20 over all over the place and he escalates this?. At the end of the day , just be nice to cops, it does help your situation.
