i think it depends on one's facial features? not sure but i (cis) feel more masc with my hair down because whenever im doing it up it reveals more of my facial structure and it's not as androgynous as i'd like it to be (also you're so gorgeous)

Because gender norms make no sense. A woman can feel and look feminine even with short or long hair tied and untied hair and a man can feel and look masculine even with short or long hair. There is no written rule how "it should be". It simply is how you feel it is, you don't have to follow any rule. If you feel more feminine with it tied, you are more feminine with it tied, even if the stereotype says you look "most feminine with it down"
