Structural Engineer here. Resistance bending moments = Force (in rebar) x rebar leverarm (relative to concrete surface).The cover blocks set the correct rebar positions (i.e leverarm), in order to achieve adequate rebar bending resistance. Also cover block thickness ensures adequate concrete surface protection from exposure to worst of durability (weather, underground burial) & fire resistance requirements.
