I think the rules will work great as long as they are enforced equally. Considering Twitch’s history in that area, it’ll be a dumpster fire.

It sounds like a step in the right direction, but we will see how effective these will be. Hopefully it doesn't take another situation like what happened with Emiru or worse to force them to step it up or cancel the event all together.
