its not just some little whistle- good ones can cause permanent hearing loss. its louder and more shrill than a scream ever could be- you can also blow a whistle a lot longer and louder than screaming before your voice gives out

I think its just to alert others nearby. not necessarily that anyone will run to stop it, but eyes on the situation is enough to scare people off sometimes
