There is more to this: coastal areas as example were never paying an appropriate amount for insurance because lobbyists were busy keeping rates low. If the rates were relative to the actual risk, there would have been less development in high risk areas

If homes are uninsurable due to climate risk, less expensive homes must be built. That way reconstruction costs are affordable after floods, fires, or whatever destroys them.

you're an intelligent woman. you have studied history and some economics. the problem isn't the climate (there is data to support this) the problem is that many areas susceptible to disasters are no more populated (so no disasters go rip through completely unpopulated areas) and the value of losses are higher because construction and existing structure costs are higher. expected value of losses =p*v*u where p= probability of getting hit (📈) v = value of units (📈) and u=units (📈). both in economics where the principal is to always pick the solutions that solve the underlying problem or as close to the problem as you can get, and historically policies like this have not solved anything and often cause worse problems or unintended consequences. v needs to decrease. and the Federal reserve doesn't want to focus on that since they're the problem with value and cost of replacement increasing.
