There is a Db test requirement in order to issue such a citation. Fake, unsubstantiated ticket.

When I was a kid, we had a guy to restored old cars and motorcycles. He had a story about when he was first dating his now wife and they were out driving one of his hotrods. She wanted to try driving it, but was scared that one particular cop was going hassle them because of his straight pipes. He told her if she saw that cop to not give it any more gas or let up, simply push in the clutch to slow down. That was the best way to keep quiet. It, in fact, worked. I'm surprised a "car guy" didn't know this.
