i worked in flash for 5 years, these are actually called builds in the industry, not rigs! flash builds almost never use rigging as adobe animate doesn't have the rigging capabilities that toonboom does. rigs are much more complex! like you said these are literally just puppets and behave more like stop motion. also a fun fact for flash you might know, you can have symbols in animate have an "internal" animation that plays on the main timeline which can make things like tail movement on walks/runs much easier to animate! also definitely look into shortcut commands, there's likely some out there that can make animating in flash a bit quicker!

It lookes just like in the show. But I've seen so many fan animation, and they seem to never capture the exact animation. No matter how good the models are the animation is there's always something off about it. You can immediately see that it's fan made. I'm wondering how they do it
