If a person knowingly hires workers (regardless of their immigration status) and then refuses to pay them, that’s a serious issue. In many places, labor laws still require employers to pay for work that was done. Not paying wages can be considered wage theft, and that’s illegal independent of immigration status. Authorities often treat that as exploitation.
