Point of interest- those open floors at the top of structure are a critical part of the building's structural design. By leaving these levels open, engineers effectively allow wind to pass through the tower rather than hitting a solid surface. This helps mitigate vortex shedding, which is a phenomenon where wind creates alternating low-pressure vortices that can cause a slender building to sway, and significantly reduces the overall lateral wind loads on the structure

Cool building but it remains mostly unoccupied because the builders forgot a fundamental fact, people want to feel safe. It appears too thin to live that high off the ground.
