You need to get a copy of the company policy handbook. If it’s not specified in the handbook then they cannot enforce that but if it is, you need to decide if you want to stay in a company that does not respect their employees. In NY, your PTO can be revoked if it’s in their company’s written policy and they are not obliged to reimburse you. Next job, make sure you ask better questions about their policies.
