I think it depends on occupancy for the day if they feel they need it more as a dining space and they’ll just make it a dining space.

I also think Disney will sometimes use it as a seating area during the summer months when we have the heat wave because us guests can have extra seating when we are trying to find a place to eat our food also a place for shade and a little AC from the heat too.
