Leaders plan, secure resources, find partners, so that the people can execute and put it into action.
Never discount the importance of the leader.
An orchestra needs a leader for direction. A leader facilitates the creation of music. Without the leader you get a lot of noise.

Singapore became a successful postcolonial state for the same reason Canada, America, Australia, new Zealand did.
The vast majority of Singaporeans on the day of independence were Chinese immigrants, not downtrodden and abused natives. Like the vast majority of Americans after the revolution were British immigrants, and the "success" of the country was measured by the wealth of the immigrants, not the poverty of the natives. The same in Canada, Australia, new Zealand.
