It's all Bayes' Theorem, all the time. Absence of evidence is evidence of absence IF presence would be expected to produce evidence. For example, the lack of evidence that there's a coconut crab on my head is pretty STRONG evidence that it's not there. The lack of evidence for alien algae growing a thousand light-years away is very very WEAK evidence that it doesn't exist because even if it exist did we wouldn't expect to see any evidence of it.

in all of the examples you showed, there was no absence of evidence presented. all contained evidence of absence. me checking to see if a cat is in a box and seeing it empty is not absence of evidence for a cat (therefore violating the Sagan principle) but its evidence of absence

Speaking as someone who works in medical trials, yes it is evidence but it’s not very GOOD evidence. Hence the reason why trials are so extensive, expensive and still miss things more often than we’d like.

Well, in the context Carl Sagan said it, I don't think he was wrong. He was talking about extraterrestrial life, and we already have evidence that life is possible (us). It is not the same to say "I believe unicorns exist" than "I have a unicorn, I believe more exist", in terms of probability.
