As I am sure you are aware, homelessness is more stigmatised in China, so people are less likely to be visibly homeless. There is more social pressure to support even distant family members and offer them a place to sleep. If people appear to be homeless they are returned to their registered hukuo, where they are looked after by family or the local government. There is mandatory rehab for drug users. There is very cheap accommodation available. There are people sleeping in their cars. Finland has almost completely eradicated homelessness due to a government policy to support people with housing.

I went to China recently, it was so clean and I loved the park areas where people all came to dance and play sports together, it was truly inspirational

There is still homelessness but it's less visible because stricter enforcement and not necessarily because they have addressed all the underlying problems.
That said the more individualist societies in Europe mean people have more freedom to be themselves, choose their own path and divert from what is consider the norm BUT they also have less safety nets, are more on their own with many their problems or when they have bad luck and society is more harsh in many ways :(

It is due to having no socialist policy at all. The government only looks after corporations and the wealthy, which in turn rob everyone else until they have only the clothes on their back. I wish things were different.

How about the surveillance culture in China and the prisons and punishment? Is it harsh? Do innocent people get caught up in it? Is there rehabilitation, education for prisoners? Genuine questions, I don’t know. Also much diversity across countries in Europe on this.

Try visiting Copenhagen, there is little crime and people trust each other. If we forget a phone there is a good chance you get it again. When in stores or restaurants we leave our children sleeping in strollers outside, everybody feels responsible for our children. 🌺❤️🌺
