i think Tywin knew he was harboring someone important but didn't care. He either didn't know it was Arya or is a different character than book Tywin. either way this still seems a bit of a stray from boom Tywin's character because Tywin's smart, this girl was displaced by the war, she probably has someone in the mix; book Tywin would have pressed her for answers. but tbh i like this change. it shows a human side to a monster. that's how the world really works, monsters find pitty projects to inflate their moral standing.
