Failure to ID as a secondary crime that rides with an actual crime that has to be committed you can’t fail to ID if there’s no crime to get his ID suspicion itself is not enough to get his ID

So his ID is going to be to tell you if he was breaking the law. Cops have nothing. Is suspicious a misdemeanor or felony. Show me NRS statue of anything that says if you are suspicious I can ask for ID
