first you need to investigate the caller as well what proof do they have it's suspicious activity. what qualifications you or anybody else has to say something suspicious. and then when you arrived on scene what did you see did you see anything suspicious. you only have authority is when you can articulate what crime you are investigating suspicion is not a crime
