Comments here are a clear indication of people not understanding how PPP works. My fellow South African PPP is when government enters into an agreement with private companies to develop a project neh... Like building a clinic. Both parties bring money say 60 rand and 40 rand. The owner of the clinic will be the one who paid 40 rand. After the clinic is built and until the one who brought 60 is fully paid his money back plus interest, the clinic cannot be given to the 40 rand guy. So this means gautrain has now been fully paid or maybe government is still paying some portion remaining. Premier is aware that government doesn't have the capacity to manage gautrain hence he says there will be a private company employed to manage gautrain. The train like the clinic is now a government asset. The new manager appointed thru tender procesd must keep the clinic functional, clean and still make money for government. Is it clear bakithi?
