They are building warehouses to store equipment so that it’s available when needed during construction of a new data center to take long lead times out of the critical path. The purpose is speed to market.

Modular/micro HPC is the future. Massive developments are not only a waste of money, but going to be a MASSIVE investor loss for most "developers" who entered the market hopping to get scooped up by hyper scalers. Additionally, the whole point of having better microchips is to improve energy efficiency - hence going to reduce overall size of these facilities in the future.
