the left turning lane was probably green but I bet you the kid had the pedestrian sign saying he could walk. That's how it is in my area of Florida at least. Even when the arrow is green for me to make a right turn the pedestrian light is blinking for the pedestrians to walk in the area that I'm turning.

That poor lady and that poor child I hate the laws where if you hit a pedestrian in your automatically at fault because sometimes you got these kids on scooters and bikes just flying through not paying attention assuming cars are gonna stop for them and accidents happen and it’s terrible. I feel so bad for her and obviously for the child too cause he got hurt. This is one of my biggest fears.

They really need to change the laws; pedestrians and people riding bike, scooters, etc. need to understand that streets are made for cars and trucks. People nowadays feel so entitled they don't even bother looking both ways when crossing the street anymore.
