if its outside the 4 walls of a store, the store is not responsible for damages unless it was an employee that caused damages w/ store property... as for it being a sign that would be code enforcement with the county/city.

Why didn’t she simply contact the Target store and get the information to file a claim against their insurance? It’s on their property and is their sign, so they are responsible for it.

All commercial store have general liability to cover non vehicle impact damages in their parking lot. They will say they do not, but they do. Just insist they take an incident repot, get a copy and find out who handles it. Where are they sending it?
