chihuahuas are notorious for doing this I have one he passed away two years ago it was 15 used to do this all the time and he's always come to me to rub his neck gently and I would talk to him softly and he'd relax and then it would stop sometimes it was kind of bad though he had a hard time breathing

My dog makes this sound also even if she doesn't drink water she has me worried about her a lot I was told it was allergies then today I brought her to the vet she's got to go to another one tomorrow for an ultrasound they found something in her body it's not in her stomach it's not in her intestines her kidneys liver any of that so that's why she has to get the ultrasound to find out what the big mass is because it has her white cells really high
