I could be mistaken but.. I think they use this to put milk on the cotton to see they will latch.. could be having mouth problems.. not knowing what to do... or mother could have somthing going on to not be able to feed.... I do know that most the time (not all) but if you give a baby a bottle nip. they will not want to latch to the momma
