that's impossible on 3500 acre land you need more like 6 acres per cow in that price range it's more about location then anything if you can get 1 cow per 1 acre you are looking at land in Florida and maybe southern part of texas which if you know anything about pasture land prices in the area they will shoot you in the foot if you try to steal their land in that area for 3500 an acre, not to mention access. road access essential to transport even 1 cow.
